Not reliably. Researchers have shown that pixelated text can often be reconstructed, because the block averages still encode information about what was underneath — especially with a known font and limited possible values. For account numbers, addresses or names, cover them with a solid block instead.
For a retro or 8-bit aesthetic, large blocks relative to the image — enough that shapes become chunky but the subject is still recognisable. For obscuring something, larger than you think: if you can still make out the shape of individual characters, the pixelation is too fine to be effective.
Pixelation averages square regions into flat blocks, giving a hard mosaic look. Blur smooths gradually across neighbouring pixels for a soft result. Pixelation reads as deliberate censorship, blur as a photographic effect — and neither should be trusted as genuine security.
