Brightness shifts every tone up or down together, so a dark photo gets lighter but also flatter and greyer. Contrast stretches the gap between darks and lights, adding depth. Underexposed photos usually need both — brightness to lift them, then contrast to restore the punch that lifting removes.

Because raising brightness alone compresses the tonal range toward grey — the blacks stop being black. Add contrast afterwards to pull the dark tones back down. A modest amount of both usually beats a large amount of either, and keeps the result looking natural.

Only partially. Where highlights have clipped to pure white, the detail was never recorded, so reducing brightness turns those areas grey rather than restoring them. Underexposed photos are far more recoverable — dark areas usually retain some information, though pushing them hard reveals noise.
